Shih Tzus are brachycephalic, meaning heat and humidity hit them harder than long-nosed breeds, and Florida runs hot and humid for most of the year, not just a few summer months. Plan on indoor exercise and air conditioning during the afternoon, and save walks for early morning or evening when it's cooler.
